The Milton Regional Sewer Authority (MRSA) operates a wastewater treatment plant (WWTP) under National Pollutant Discharge Elimination System (NPDES) Permit #PA0020273 serving the areas including the Boroughs of Milton and Watsontown and portions of West Chillisquaque, Turbot and Delaware Townships. This Permit was effective October 1, 2017 and is in effect until September 30, 2022.
The MRSA also operates the Potts Grove wastewater treatment plan (WWTP) located in East Chillisquaque Township (ECT). This system began initial operation on April 1, 2004. This is a totally independent system from the MRSA’s main WWTP.
The original WWTP was put into operation in 1955. This original plant consisted of primary treatment and chlorine disinfection before discharge into the West Branch of the Susquehanna River.
The plant was upgraded in 1975 to construct secondary treatment units to further treat the waste, as well as to receive and treat the waste from American Home Foods, now ConAgra, Inc.
The plant was upgraded again beginning in 2012 to construct the Wastewater to Energy (Ww2E) project while still maintaining effective treatment of residential, commercial and industrial waste received by the MRSA. This upgrade included equipment and treatment processes to allow us to generate electricity and reduce our solids hauling expense
