- Why are meetings scheduled during the day?
We understand daytime meetings can be difficult for working residents. Two upcoming meetings to discuss the project easements are scheduled at more accessible times:- Thursday, December 4 at 3:30 PM
- Monday, December 8 at 6:30 PM
These meetings will be held at the Turbot Township Building at 1190 Broadway Road in Milton.
- Why does the easement say $1?
The $1 amount is not the value of your property. It represents the consideration required for the deed to be legally valid and binding. - Are there grants to help homeowners connect?
Yes. Funding programs through Pennvest and USDA may assist with connection costs, and some options include grants. We plan to hold a meeting in the future to explain these programs. - What will my monthly sewer bill be?
Rates cannot be finalized until funding is secured and construction bids are received. MRSA has applied for Pennvest funding and expects an offer in early 2026. - How will I access my property during construction?
MRSA and contractors will coordinate with homeowners to maintain access as much as possible. While the construction of the entire project is expected to take 18 months, work at each property will be much shorter. - What if the easement crosses my driveway?
The contractor will restore your driveway to pre-construction condition. You can still pave your driveway or build a garage after the project. Major maintenance under the driveway is unlikely for many years. - Will a permanent easement reduce my property value?
No. Public sewer access typically increases property value. - Will the easement be recorded on my deed?
Yes. Permanent easements are recorded to allow future maintenance of the sewer line. They do not transfer ownership or prevent you from selling your property. - Why do I have to connect if my septic system works?
Turbot Township’s Mandatory Connection Ordinance requires connection to public sewer for public health and environmental protection. An On Lot Evaluation was conducted throughout the project area during the Sewage Facilities Planning process which demonstrated a high rate of on lot malfunctions. - Where can I get more information?
The meetings scheduled for December 4th and December 8th will provide additional information and allow the opportunity for property owners to ask questions.

RENEWABLE NATURAL GAS PROJECT 2024-01
The MRSA has two existing ADI/Evoqua anaerobic reactor tanks with a volume of 7.5 million gallons each. This treatment system currently generates an average of 70,000 cubic feet of biogas daily from less than 1 million gallons per day of high-strength influent wastewater. The original design of the system rates the capacity of biogas production at 770,000 cubic feet per day at peak conditions with an influent design flow of 2.22 MGD. The MRSA also has an existing trucked waste receiving program with two Lakeside Equipment receiving stations.
The MRSA wants to maximize biogas generation through operational improvements and increased acceptance of high-strength trucked waste to provide the biogas to a third party for pipeline injection.
The MRSA is seeking proposals from qualified entities capable of designing, operating, installing, and financing all facilities necessary to accomplish this project.

EAST END REGIONALIZATION PROJECT
Below is a link to the Special Study as required by the Pennsylvania Department of Environmental Protection (DEP) for the East End Regionalization Project (Plan). This Plan proposes demolition of the existing Potts Grove Wastewater Treatment Plant (WWTP) and installation of a pump station to pump Potts Grove flow to the existing MRSA WWTP. Additionally, the Plan proposes gravity connection for residential homes within the Mahoning Manor and Boiardi Lane/Pleasant Valley Village areas of Turbot Township.

SEWER RATES EFFECTIVE JANUARY 1, 2019
Most monthly sewer bills are calculated by using the previous month’s water meter usage readings as provided by Pennsylvania American Water. Minimum charges are based on 2400 gallons or less of water usage monthly. Over 2400 gallons is charged at $3.50 per 1000 gallons. [more]
Sludge Handling Optimization Project
Below is a link to the Special Study as requested by the Pennsylvania Department of Environmental Protection (DEP) for a Sludge Handling Optimization Project (Project) at their Wastewater Treatment Plant (WWTP). This Project is proposed to improve the Authority’s current sludge handling facilities through the elimination of outdated and/or non-functional equipment, thus addressing ongoing operation and maintenance issues.
